  1. International Framework

    Article 19 of the Universal Declaration of Human Rights enshrines the right to freedom of opinion and expression. UN Resolution A/RES/61/266 called upon Member States “to promote the preservation and protection of all languages used by peoples of the world”.

    UNESCO reports that about 40% of the world's population does not have access to education in their native language. This is despite the Universal Declaration of Human Rights, which states that everyone is entitled to all rights and freedoms without distinction, including language.
